Whisper is typically named the hardest boss in all of Project Delta. Her AI behaviour is unique compared to other AI in the game and is very unpredictable.

Guide
Whisper has two "phases", her first one (the one she spawns in) is her normal stage. After she has been shot 10 times, she will enter the final stage of the fight where she becomes somewhat enraged (and is more aggressive)
Ideally, attempt to take the fight at docks, moving from position to position to get a clean shot. She is INVULNERABLE to any damage in her first phase, so you must shoot her 10 times. It's recommended to play somewhat passively while she is in her first stage.
After you have shot her 10 times, she transitions into her next phase and can be damaged. Aim for her head as to not damage her HSPV body armour (which is very expensive)
It is better to use tracer bullets against her. Guns like the PKM, M4A1 etc are ideal.
